讲座题目:Externalities, Parsimonious Regulation, and Market Equilbrium
内容摘要:Laffont (1976) proposed a general model of externalities via interdependent consumption-production sets, in which agents' consumption sets and firms' production sets are correspondences of the consumption-production pair of other agents and other firms. Laffont established versions of the second welfare theorem via personalized prices. We show in examples that important consumption externalities can be effectively modeled through interdependent consumption sets rather than preferences. We model regulatory schemes as Laffont-style correspondences, and overlay this regulatory model on the natural correspondences arising from immutable laws of nature. Parsimony is an important criterion for regulatory schemes. We establish conditions under which Pareto optima can be realized as price-decentralized equilibria with transfers in a parsimonious regulatory scheme. Our equilibrium notion makes no use of personalized prices. We provide examples in which parsimonious regulatory schemes can be used by a regulator to select from among the Pareto optima, and an example in which parsimonious regulation yields a unique equilibrium that Pareto dominates the other equilibria in the unregulated economy.
主讲人简介:端木昊随现为哈尔滨工业大学数学研究院教授,任全国数理逻辑专业委员会常务理事, 中国现场统计研究会环境和资源分会理事。他于2018年在加拿大多伦多大学取得统计学博士学位,于2018-2021年在加州大学伯克利分校从事博士后研究,于2021年入选国家级青年人才,并加入哈尔滨工业大学数学研究院任教授。 他的研究方向包括非标准分析,马尔科夫链,统计决策理论及数理经济学。他的主要研究工作发表于Econometrica, Memoirs of the AMS, Annals of Statistics, Journal of Economic Theory, Biometrika 等国际一流数学、统计和经济学刊物。
